The application season for the 2027-2028 Hubert H. Humphrey (HHH) Fellowship Program is now open. This nine-month professional development program is open to candidates working across the public and private sectors including research organizations, think tanks, and NGOs in Bangladesh.
Initiated in 1978 in honor of the late Senator and Vice President, Hubert H. Humphrey, the (HHH) Fellowship Program is one of the most prestigious professional exchanges programs of the Department of State. The HHH program brings accomplished mid-career professionals to the United States for a non-degree graduate-level study, leadership development, and substantive collaboration with American policy experts and practitioners. By providing future leaders and policy makers with exposure to U.S. society, culture, and professional fields, the program provides the foundation for long-term partnerships between Americans and their foreign counterparts in sectors key to Bangladesh’s future.

Technology Policy and Management
Eligibility Requirements:
The program is designed for young and mid-career professionals with leadership potential who are committed to public service. Applicants should have relevant professional experience and the potential for professional advancement.
Candidates should demonstrate the required experience, skills, and commitment while also indicating how they can benefit from this program in ways that they have not experienced previously and are not likely to experience without the Humphrey program.
Candidates should be proficient in both written and spoken English and will be required to take internet-based Test of English as a Foreign Language (TOEFL iBT). The applicant:
Must have completed an equivalent of a U.S. 4-year bachelor’s or undergraduate degree. Applicants must either possess a four-year bachelor’s degree or a completed master’s degree; or a full-time postgraduate diploma, if the bachelor’s degree is of less than four years’ duration;
Must have at least five years full-time professional experience prior to August 2026 and be eligible for leave;
Have management or policy responsibilities.
Have not participated in U.S. government-sponsored exchange programs within the last three years prior to August 2026.
Be a Bangladeshi citizen and residing in Bangladesh at the time of the application and selection process.
Not be a dual (Bangladesh and United States) citizen or U.S. permanent resident.
Applicants must demonstrate dependability, integrity, and professionalism. Material misrepresentation (e.g., plagiarism) at any time during the application or grant period is grounds for elimination or grant termination, as well as ineligibility for participation in future U.S. government-sponsored programs.

A completed online application. Complete answers to all questions; essay responses must be in English and thoroughly address the prompts.
Two letters of reference in English; one must be from the applicant’s current employer.
Official transcripts in English; Ensure all transcripts uploaded by the applicant are official, valid documents. Transcripts must list courses taken and grades received for undergraduate (first university or Bachelor’s) degree.
Valid TOEFL score (if available).
